PhD Autonomous & Decentralized Air Traffic Management (m/v/x)

Koninklijk Nederlands Lucht- en Ruimtevaartcentrum·Netherlands

Background Air Traffic Management (ATM) and Communications, Navigation, and Surveillance (CNS) systems form the operational foundation of civil aviation. Current operations depend heavily on centralized ground facilities and satellite services for surveillance and management. This system is vulnerable for a range of disruptions including infrastructure failures, GNSS outages or cyber incidents. These vulnerabilities can degrade or even halt civil aviation. Project ORION (Onboard Resilient Infrastructure-free Operational Network) investigates an alternative ATM/CNS architecture designed to function without reliance on ground- or space-based infrastructure. By utilizing an aeronautical ad-hoc network for communication, relative positioning, and surveillance, ORION aims to enable aircraft to self-organize and maintain safe separation thus ensuring a minimum service level even during (large scale) disruptions. Project description This PhD project is fundamentally multidisciplinary. As a PhD candidate, you will design, model, and evaluate a decentralized ATM/CNS architecture. The research focuses on determining how core traffic management functions can be sustained through cooperation using an aeronautical network when centralized ground and satellite services are unavailable. In the first phase of the research, you will determine a set of use cases and design the underlying aeronautical ad-hoc networking concept layer to enable direct airborne data exchange, cooperative relative localization, and cooperative surveillance. Next, building on this network layer, you will formulate distributed algorithms for fundamental traffic management functions, including aircraft-as-a-sensor (mesh network), separation assurance, conflict detection and resolution, and traffic sequencing. Finally, to evaluate the operational feasibility of the architecture, you will implement the models within an ATM simulation platform, such as the open-source simulator BlueSky. For this you will extend the platform to include the ad-hoc networking functionality. Using this environment, you will stress-test the system under severe disruption scenarios by comparing the overall performance directly against conventional centralized ATM/CNS operations. This will provide evidence of the performance of the models for the various use-cases. Your profile Master’s degree in Aerospace Engineering, Computer Science, Applied Mathematics, or a related field; Strong analytical and mathematical foundation, with experience in or a keen aptitude for complex systems modelling and distributed systems; Multidisciplinary mindset with the ability to bridge distinct domains: connecting operational ATM concepts with distributed network protocols and algorithm design; Strong background in programming, using Python or other relevant programming languages; Good scientific reporting and communication skills in written and spoken English. What we offer you You will receive a 4-year research contract from NLR and will join the Air Traffic department. In addition, you will be enrolled in the Doctoral Education programme of the Graduate School at Delft University of Technology (TU Delft). During this period, you will work closely with NLR colleagues in Amsterdam and with academic supervisors from TU Delft. Your working week will ideally be divided into: 2 days in Amsterdam, 2 days in Delft, and 1 day from home. In addition, we offer: No fewer than 45 days off (with full-time employment); A fixed end-of-year bonus of 8%; A contribution towards your healthcare costs; Extra paid parental leave; The possibility to work from home where possible. Would you like to know more? Please visit https://www.tudelft.nl/en/ae/research/ae-graduate-school for more information on the graduate school. PhD Autonomous & Decentralized Air Traffic Management

AI Process Owner — Transaction Monitoring & Customer Lifecycle

Finom·Netherlands

About Finom Finom is a European tech startup headquartered in Amsterdam, and we’re on a journey towards revolutionizing the financial landscape for entrepreneurs worldwide. Our mission is to develop an all-in-one financial B2B solution that integrates banking functions, accounting, financial management, and invoicing into a seamless, mobile-first platform. We recently closed a €115 million Series C equity round (around $133 million), bringing our total funding to approximately $346 million. This significant investment follows a $105 million growth funding round from General Catalyst, a long-term backer since 2021 known for supporting companies like Airbnb, HubSpot, KAYAK, and Stripe. Finom's platform goes beyond traditional banking, offering invoicing and a growing suite of features, including AI-enabled accounting, aiming to simplify financial management for entrepreneurs. We're actively expanding our reach across key EU markets like Germany, France, the Netherlands, Italy, and Spain. At Finom, we’re not just redefining the entrepreneurial experience — we’re empowering our employees to make a real difference. Your work matters, and your impact extends far beyond product metrics. We nurture innovation and an inspiring work environment where bold ideas thrive, prioritizing thorough research, swift implementation of solutions, and ensuring that every effort we make benefits our users, employees, partners, and our business as a whole. Maintaining our start-up spirit, we prioritize thorough research, swift implementation of solutions, and ensuring that every effort we make benefits our users, employees, partners, and, of course, our business. AI Process Owner — Transaction Monitoring & Customer Lifecycle Team: AFC Product Operations Focus: Transaction Monitoring — AI alert resolution Scope: Dedicated to AI automation of the transaction monitoring programme within 1LoD, with scope to extend across the customer lifecycle over time At Finom, AI is not just a buzzword. It runs through every element of how we work, and we are implementing it in production, in real processes, with real decisions behind it, with operational teams in the leading role to build AI operational processes. About the role This position sits in our Customer Lifecycle team — the team that monitors the customer from the moment their account is opened at Finom and throughout their entire life with us. That remit covers transaction monitoring, regular (periodic) reviews and general ongoing customer monitoring. This role is specifically focused on transaction monitoring alert resolution, with the possibility to extend scope across the wider customer lifecycle in future, depending on your experience and your success in the position. The role is a full dedication to projects that automate elements of our transaction monitoring programme using AI. Concretely, that means three things: Designing and implementing AI-driven alert resolution — moving work that analysts do manually today into AI-supported and AI-executed flows. Supporting analysts through the transition from manual investigation to AI output validation and model validation — a genuine change in what the job of an analyst looks like. Building AI agents that replace manual work end to end, and defining where an agent can act and where a human must. You will be the person who understands both sides of the equation: what a solid AML framework requires, and what AI can realistically and defensibly do inside that framework. Knowing where the limits are matters as much as knowing what is possible. Key responsibilities Own AI implementation for transaction monitoring alert resolution — from identifying the highest-value manual steps, to specifying the solution, to running it in production. Understand the alert resolution process from pick up to false positive, true positive, or offboarding. Build AI-driven investigation capability — AI-supported investigation of customers, of suspicious transactions, and of behavioural and network patterns across our customer base. Build and iterate on AI agents that take over manual analyst work, with clear boundaries, escalation logic and audit trails. Redesign the alert resolution process around AI: what is automated, what is validated, what stays fully human, and how quality is evidenced. Define the AI/AML boundary — where AI can be used within a transaction monitoring framework, where it cannot, and how we document and defend that position to 2nd Line risk management, audit and regulators. Support and upskill analysts through the transition to model and output validation, including guidance, training and new working procedures. Work hands-on with data — analyse alert and customer data to find inefficiency, false-positive drivers and automation opportunities, and to measure whether changes actually worked. Partner with technical teams and stakeholders — AI team, Data, Engineering, Product, risk management — translating operational and AML needs into technical requirements, and technical constraints back into operational reality. Keep the customer in view — every alert, freeze, request for information and delay lands on a real customer. Efficiency gains should improve, not degrade, the customer experience. Own documentation and process ownership — procedures, decision logic, model rationale and controls kept to audit standard. Key metrics Your success will be measured on the efficiency and optimisation of the process, including: Reduction in manual handling time per alert (cycle time) and in overall alert backlog. Share of alerts resolved or pre-processed by AI, at maintained or improved quality. Quality and defensibility of AI-assisted decisions — measured through QA, validation sampling and audit outcomes. Analyst capacity released Customer-facing impact: fewer unnecessary touchpoints, faster resolution About you 3+ years of experience in a fintech, bank, EMI or PSP environment, in transaction monitoring and AML. Hands-on experience in first line of defence alert resolution — you have worked alerts yourself and know what makes them slow, noisy or hard to close. Solid understanding of AML frameworks and, critically, how to apply them to resolve alerts in practice rather than in theory. Genuinely AI-oriented — you already use AI across your own work and have experience implementing AI in projects, not just experimenting with it. Clear view of the limits of AI within a transaction monitoring framework — what can be automated, what needs human judgement, and what regulators and auditors will accept. Technically minded with strong data analysis skills. Comfortable working with data tools such as Databricks, Metabase and Power BI; SQL is a real advantage. Customer-minded — you treat customer impact as a first-order consideration, not a side effect. Structured, pragmatic and comfortable owning a process end to end in a fast-moving environment. Professional fluency in English. Nice to have Experience building or deploying AI agents or LLM-based workflows in a regulated or operational setting. Exposure to model validation, model risk management or AI governance Experience with transaction monitoring vendor systems and rule tuning / threshold optimisation. Background in periodic reviews, KYC/CDD or ongoing customer due diligence — relevant if the scope extends across the customer lifecycle. Experience with SAR/STR reporting Python or similar for data work and prototyping. What's in it for you A rare combination: a real AML mandate and a real AI mandate in the same role. You are not advising on automation from the sidelines — you are building it and owning the outcome. Genuine ownership. This is a process owner role: the decisions on how transaction monitoring works sit with you. Visible impact from day one, on a programme that directly affects both our regulatory standing and thousands of customers' experience. Room to grow — scope can expand across the wider customer lifecycle as you deliver. Direct collaboration with Compliance, Risk, Data, Product and Engineering leadership in a fast-scaling European fintech. International, remote-friendly team and a culture that rewards initiative over process for its own sake. What You Will Get In Return Make a genuine impact on the product Join our upward trajectory, and grow with us. We provide the resources and opportunities for continuous personal and professional development, empowering you to make a genuine impact on our evolving product. Maintaining our start-up spirit, we prioritize thorough research, swift implementation of solutions, and ensuring that every effort we make benefits our users, employees, partners, and, of course, our business. We are looking for a Senior Treasury Manager to build and run Finom's treasury function. Finom safeguards a significant book of customer funds across its regulated entities. Net interest income on that book is a meaningful revenue line, and it will grow. Today the function is up and running: the money is placed, the investment policy is in place, and a large part of the book sits with an external asset manager. What we are building now is the machinery around it — an evidenced limit framework, look-through into what our managers actually hold, automated investment accounting, and a reconciled NII number we can defend to an auditor and a regulator. That is the job. You will take part in building it, and you will run it while it is being built. This is a hands-on role at the intersection of regulation, liquidity, and commercial impact — not a back-office position. It suits someone who has done this before in a regulated environment and wants to do it again without four layers of committee above them. What you'll own Liquidity and funding Daily liquidity positioning and float management across entities and accounts Intraday funding of payment channels; nostro and correspondent account management Collateral and minimum-balance obligations across card schemes, T2, and credit providers Contingency funding — the playbook for the day we need €20m by tomorrow morning A daily treasury balance sheet — net liquidity and net capital available — that reconciles Safeguarding and portfolio Portfolio management of safeguarded client funds: term deposits, MMFs, short-dated debt, held directly and via external managers Safeguarding adequacy: shortfall detection, top-up execution, same-currency discipline Instrument eligibility screening under CRR risk-weight, maturity and WAL constraints, and UCITS/MMF rules Independent, evidenced validation that externally managed allocations sit inside mandate — position-level look-through, daily monitoring of concentration, maturity, WAL and credit quality, breach escalation NII forecasting, attribution, and reconciled performance reporting; treasury inputs into the financial model and company forecast Governance and controls Ownership of the investment policy, limit framework, and eligible-instrument register Treasury governance: decision pack, agenda, decision log, and delegated-authority register Pre-deal checks and post-trade evidencing, designed so that the first line executes and the second line challenges Covenant tracking across credit facilities Regulator, external audit, and second-line engagement on treasury and safeguarding matters Systems and data Selection and implementation of investment accounting and treasury tooling — a Clearwater/Advent-class implementation is already in flight and will be yours Custodian, asset-manager and bank data feeds; API connectivity where it exists and pragmatic alternatives where it doesn't Replacing manual spreadsheet processes with something that survives your holiday Commercial Bank, custodian, broker and asset-manager relationships: onboarding, commercial terms, mandate setting, service review Challenging our managers on allocation, transparency and fees — and changing them if the answers are weak What good looks like in the first 12 months Investment policy and limit framework live, with treasury governance running on a documented decision log Daily, evidenced mandate compliance across the full book — we can answer "are we inside the boundaries?" in minutes, not weeks Investment accounting platform implemented; monthly close on the portfolio no longer manual An NII number that is reconciled, attributed, and forecastable A contingency liquidity playbook that has been tested rather than written Who you are 5+ years in treasury, ALM, fixed income, or portfolio management at a regulated financial institution, EMI/PI, or asset manager Direct experience with client money or safeguarding under PSD2 / EMD — core to this role, not adjacent to it Experience building or materially rebuilding a treasury function, not only operating inside an established one Strong command of bond math, yield and duration, MMF mechanics, and credit and concentration risk at instrument level Track record of automating manual treasury processes and implementing treasury or investment accounting systems Comfortable working with position-level data directly — you can interrogate a portfolio file rather than wait for a report Experience with regulators, external audit, and external asset managers (mandate setting, IMA terms, performance challenge) Sound judgement under time pressure in a lean environment with real accountability and limited cover Strong Excel skills Fluent English Nice to have Familiarity with IFRS 9 or Dutch GAAP (RJ 290) financial instrument accounting SQL or Python Experience in a firm transitioning toward a banking licence Experience using AI tools (e.g. LLMs, copilots) to accelerate analytical and reporting workflows What You Will Get In Return Make a genuine impact on the product Join our upward trajectory, and grow with us. Maintaining our start-up spirit, we prioritize thorough research, swift implementation of solutions, and ensuring that every effort we make benefits our users, employees, partners, and, of course, our business. T2 Process Owner Location: Netherlands, Spain, Cyprus or Poland Or: freelance agreement in other countries (CEST time zone (or adjacent) preferred) Job description We are hiring a T2 Process Owner to own the operational side of this transition end to end. This is a hands-on, dedicated role: you will set up every Payment Operations process required for direct participation, maintain the operational infrastructure once live, and be the operational point of contact for the T2 scheme, DNB and partner banks. You own the operational set-up for T2 and the processes and infrastructure that keep it running. Your remit spans the full lifecycle: designing and documenting the operating model before go-live, validating it in the August end-to-end UAT, cutting over BIC by BIC, and then maintaining it as business-as-usual. Payment operations processes Recalls — own incoming and outgoing SCT Inst recalls end to end, including the alert/customer-consent flow and positive/negative outcomes with full and partial refunds. SCT / SCT Inst inquiries and investigations — automate and support payment investigations directly with the scheme, including outgoing non-receipt investigations and pacs.028 payment-status requests Incoming and outgoing SWIFT messages — own and automate SWIFT enquiry handling (MT199 / MT999, RFIs) and the relevant ISO 20022 flows (pacs, camt, pain) Incoming / missing funds — own the inbound RTGS payment monitoring, exception-handling and return SOP: confirm correctly addressed payments settle and book automatically, handle unmatched/pending items and establishment of Escrow infrastructure, and be able to state with confidence whether a payment has or has not reached Finom. Rejects, returns and refunds — maintain the operational decision and customer-handling processes; confirm back-office visibility, codes and alerts for abnormal exceptions. T2 platform and operational infrastructure Direct platform access — operate and own the T2 GUI / dashboard directly (U2A and A2A), as senior authorised user, for payment tracking, returns, liquidity visibility and fallback/manual actions. Infrastructure maintenance — define and maintain the operational setup: CRDM reference-data maintenance (BICs, routing, accounts, users, roles, certificates), the TARGET access / four-eyes authorization matrix and production segregation of duties, and the manual-vs-automated split for day-one operations. Dual-route transition — manage migration from indirect participation, ensuring every item is routable and traceable by BIC and payment path, and define the criteria for retiring each BNPP-dependent step. Reconciliation and liquidity touchpoints — own the Payment Ops interface into daily reconciliation across MCA, RTGS DCA and TIPS DCA, and escalate where liquidity affects payment execution or customer outcomes (buffer funding/defunding remains a Finance Ops/Treasury responsibility). Incident management, contingency and reporting Redesign the incident process for direct participation — replacing BNPP phone/email escalation with DNB, FIS and TARGET detection and escalation routes — and own operational payment-impact assessment. Own the Payment Ops role in DNB notifications and reporting (settlement mismatches, operational incidents) and retain evidence to the DNB readiness standard. Define the Payment Ops role in the Eurosystem contingency solution (ECONS II) for severe TARGET disruption, including training and test evidence. Cross-functional and external coordination Work directly with the T2 scheme / Eurosystem on certification, registration and reference data, and act as an operational point of contact for DNB, SWIFT / the NSP (NEXI) and the FIS service provider. Handle communications with other banks and correspondents, including BNP Paribas during the dual-run period. Partner directly with the Product and Engineering teams: test interfaces, identify back-office development needs from dashboard testing, and specify what stays automated versus manual — you are the operational voice defining how the platform must behave, and these decisions sit with Ops, not with engineering. Work closely with our reconciliation team on liquidity management and forming operational processes around it What success looks like Every Payment Ops process for direct participation has a named owner, a documented existing-process-plus-T2-delta, confirmed manual/automated steps, agreed escalation and fallback, and passing UAT evidence, meeting regulatory and customer expectations Full set of T2 procedures established and ownership → recalls, investigations/pacs.028, inbound RTGS credit and Escrow return, rejects, reconciliation, incident and GUI fallback Successful migration from indirect participation to direct, withdocumented and Customer Support equipped with accurate customer-facing guidance, and 0 impact on customer experience Post-go-live, T2 operations run as stable BAU with Finom-controlled investigation SLAs and no residual BNPP operational dependency. Requirements Experience in payment operations at a bank, EMI or PSP, ideally covering SEPA schemes (SCT, SCT Inst) and TARGET Services with direct connectivity Working knowledge of payment investigations, recalls, returns and SWIFT / ISO 20022 messaging (MT199/MT999, pacs/camt/pain). Comfort operating central-infrastructure interfaces hands-on (T2 GUI, CRDM, reconciliation and liquidity-monitoring tools), including U2A/A2A actions. Strong process design and documentation skills — able to author DNB-ready SOPs, define four-eyes controls and authorization matrices, and produce audit-quality evidence. Confidence coordinating with regulators and external parties (DNB, Eurosystem, SWIFT/NSP, service providers, correspondent banks) and translating operational needs to Product and Engineering. Senior enough to own sign-offs, incident escalation and DNB-reporting decisions independently, while working across Ops, IT/Security, Compliance, Risk and Finance Ops. Familiarity with DNB / TARGET-NL conditions, IPR (Instant Payments Regulation) and EMI/PSD2 operational obligations. Nice to have Prior involvement in a direct TARGET / RTGS / TIPS onboarding or a sponsor-bank-to-direct-participation migration. Experience standing up incident management and contingency (ECONS II) processes for payment infrastructure. Prerequisites Minimum 3+ years of experience in payment operations at a bank, EMI, or PSP, with hands-on exposure to SEPA schemes (SCT, SCT Inst) and TARGET Services (T2/RTGS, TIPS) direct connectivity. Practical knowledge of payment investigations, recalls, returns/refunds workflows, and SWIFT / ISO 20022 messaging standards (MT199/MT999, pacs, camt, pain). Demonstrated experience operating central financial-infrastructure interfaces directly (e.g., T2 GUI, CRDM, reconciliation or liquidity-monitoring tools), including U2A/A2A actions. Proven ability to design and document operational processes, including SOPs, four-eyes controls, and authorization matrices to audit/regulatory standard. Experience liaising directly with regulators or scheme operators (e.g., central banks, Eurosystem, SWIFT/NSP) and cross-functional teams such as Product, Engineering, Compliance, and Risk. Seniority sufficient to independently own sign-offs, incident escalation, and regulatory reporting decisions. Familiarity with relevant regulatory frameworks — DNB/TARGET-NL conditions, the Instant Payments Regulation (IPR), and EMI/PSD2 operational obligations. Professional fluency in English (written and spoken) for regulatory and cross-border coordination. At Finom, we’re not just redefining the entrepreneurial experience — we’re empowering our employees to make a real difference. Your work matters, and your impact extends far beyond product metrics.
